The Hype Governance Kit is a practical resource to explore how hype participates in the collective governance of emerging technologies. Using a card deck that presents a series of hype triggers—such as future visions, emotional rush, expert halo, urgency mode, and false certainty—participants analyse how hype affects, benefits, and harms different actors, including journalists, technologists, investors, researchers, policymakers, activists, and citizens. Through guided exercises and scenario-based discussions, participants examine how hype frames expectations, channels attention, and steers decisions under conditions of uncertainty.
